The Authorization for Use of Military Force Against Terrorists and the Authorization for Use of Military Force Against Iraq quite clearly lay out both the theater of operations, and the targets, and authorizes the president (then Bush, now Obama) to, in any way the President deems necessary and appropriate, use the Armed forces:

1) against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons

and

2) to defend the national security of the United States against the continuing threat posed by Iraq; and enforce all relevant United Nations Security Council Resolutions regarding Iraq

To argue, as you absurdly and nonsensically do here that there is "no declared enemy" is an absolute falsehood, and demonstrates either a profound ignorance of current international relations, or extreme dishonesty. So you either don't have the slightest fucking clue what you're talking about, or you're lying.

You can choose for yourself which you prefer to be thought of as.

And, the administration is claiming legal powers, for assassination of US citizens, even on US territory.
