Not so. They may if they want to. But they do not need to. Paul explains this in his letter to (I think) the Romans. It is because salvation and righteousness does not come through following the law, but having faith, as argued by citing Genesis in which Abraham had faith in God and was considered righteous (even before the circumsicion). He argues that the only reason the law was made was to be a physical reminder of faith, but if you have faith without following the law, then there is no need to follow it.

Messianic Jews SHOULD follow the law, though their faith may not be the Rabbinic anymore, they have a responsibility because of their bloodline.

Again, not so. Nowhere in the New Testament does it say that Messianic Jews should follow anything the Gentiles do not have to. After-all that would defeat the purpose of Christianity would it not? The principle that all peoples are equal in the eyes of God? Why should he have any further expectations of the Jews than of the Gentiles?
