2 reasons.
Bars are normally restaurants during the day.
Pregnant women make great DDs.

Because the people who work there have a right to clean air.
I'm a smoker, but I do not support the idea that smokers should be allowed to smoke in public places. But restricting outdoor smoking as well is just idiotic.

Every time I go into a full restaurant, they give us an option to sit in the smoking section. Which I honestly don't care, because I don't believe it has that drastic of an effect on my health unless I were to live with a smoker 24/7 for many years.

I have no idea where that flag is from, flag ID is not a specialty of mine, my apologies. Secondhand smoke restrictions are directed more towards the restaurant workers that have work in it than the patrons.

The bylaw in question is in Ontario, Canada. Where smoking in public buildings and business is already illegal.
