The question is idiotic per se. There's no correlation between brain volume and intelligence.
There is a correlation, though, between average brain volume of the primates and the population of the typical group those primates tend to live in. The larger the brain, the larger the tribe.

No. Because you forgot an important factor: size of the specie. We, humans, have an enormous brain compared to our size of our body.

Your poll isn't very good. Their brains may very well have higher computing power per cubic centimeter, however, that doesn't imply that they would be any better at creating an advanced society. Theres a lot more that goes into it- like cooperation, and I don't think mice really have that going on. HK also rightfully pointed out, that their actual brain would have to grow to a size comparable to ours, as opposed to them being simply giant mice, since brain to weight ratio is important.

Having opposable thumbs helps too.
