A lot of Conservatives/Republicans have kept welfare going in the past, and they haven't made any big steps to dismantle/annihilate it so far, you know.

Welfare is just a liberal scam that takes tax money from hard workin blue collar americans and gives it to people that are looking for a handout.

Reform is one thing. If we could reform it so it was less likely said bums looking for a handout to spend it unwisely and come back fo more, that'd be great since welfare in its actual form isn't supposed to be a scam, nor is it supposed to help 'capable of going to work and earning a stable income yet is lethargic and indolent and wants handouts to buy some gunz and booze and women' Joe.

But that doesn't equate the entire thing, or really even the part I just explained, to a liberal scam.
