An IRC Client, a program that lets you talk to IRC, such as mIRC, or the firefox plug in, or use one of the web cgi scripts (All of these can be found using basic Google-fu).

Is there any way to access an IRC channel without having a dedicated IRC client? Say, using your browser?

Yes. A list of them can be found here.

(Probably the most general of the channels is gamesurge.net/nationstates, but that's kind of developed its own, not-very-inclusive community over the years. I'm not sure if there's one specifically for NSG anymore -- esper.net/nationstates_general isn't all that active and NSGers haven't been proactive about creating a new one or repopulating the old.)

I think that one is being abandoned and we've moved to the Rizon channel Wied provided. Also, not everyone has a web based IRC, so they list the server name and channel name in the OP.
