How on earth is he implying that? The former FBI agent on MSNBC right now (Clint Van Zandt) has said these events are targets for terrorism. It's not saying anything what you're assuming.

News is (at this time) suspecting a unibomber, that is to say, someone working alone. While these attacks have indeed injured many people, if Al-Qaeda or similar terrorist organizations (whom use IEDs as one of their most common if not genuinely main method of attack) had been handling the attack I'd be willing to bet there would be far more deaths.
