Alright, here is what happened according to local news. Two dead, around thirty missing limbs, three explosion, one at JFK, two near the finish line. Two more were found and deactivated, another one blown up by the Bomb Squad. No fly zone over that part of the city, and they are encouraging people to not use cellphones.

It depends how many of the alleged bombs are actually bombs.

If it's less than, say, half a dozen, one person is perfectly credible. Up to a dozen, it's possible, but tenuous. Beyond there, it's hard to believe one person could do it.

"It is not known what caused the blasts but Fox News reported ball bearings were found on the street."

Post bombing, everything looks like a bomb. An unaccompanied backpack becomes a nuclear device. It's common that people overreact to things they'd overlook other days.

I'm confused by your use of 'overreact', especially with your background.
In a place where everything can conceal a bomb, it becomes a credible threat that they do indeed conceal bombs.

Because they do overreact. Thinking usually takes a back seat to reacting, and that's the "over" part of it. Situational awareness isn't something that's improved by hyper-vigilance, that usually just burns people out and they miss more stuff.

1. I see a backpack.
2. I don't see anyone by the backpack.
3. That backpack is under an oxygen tank.
4. IT'S A BOMB!
5. Warn coworkers by saying "I just saw a bomb under the oxygen tank".

Notice what they didn't do? You can over react, instead of just reacting. It strains limited resources.
