He killed 4 people. People aren't even this angry when shooters kill 10 or 20. When it's a bomb, we say "execute immediately, no trial".

Because the CIA wants to know about Tamarlan's Russian connections, and so does the FSB, and the CIA likes having info that it can exchange with the FSB... for a price.

Valid point though, it does make me wonder how many NSG'ers are capable of murder like that though. I mean, killing an active threat is one thing, but I don't know if I'd be able to just kill a man lying on a hospital bed without my conscience kicking my ass for the duration of the rest of my life. There's already a fine line between terrorist and everyday criminal, McCain and Graham make that line into a situation where every 16 year-old arsonist could be considered an enemy combatant.
Whenever possible, full criminal law should be used in criminal, civilian courts for criminal acts. That includes terrorists that act in America and that are not members of groups that America is fighting against in the areas they are fighting against them.
