Ultimately, it is up for the owner of said property to decide whether he/she allows smoking to take place. The customer has no right to dictate to the proprietor what he can allow or not allow on his property. If someone does not want to go to a restaurant full of smokers then go to one that disallows smoking instead. You are free to chose.
