Smoking ought to be banned. Good for the active smokers, they get less risk of cancer than passive smokers. Here is what i think would be great:

1.) a dedicated closed cubicle for smokers to smoke. This way the exhaled smoke is contained, the smokers can re-inhale the exhaled smoke. The smokers are happy, the general public who does not smoke are happy, the environment is happy, and... both the medical and funeral services becomes a healthy money making machine.

2.) raise taxes to cigarettes and the like to a point that smoking a typical cigarette cost like smoking marijuana, this way the government is happy, the smokers' family is happy... well except the smokers, but you can't please everyone.

Secondhand smoke has its effects when it is contained in an enclosed area. When in the air? It's no more harmful than car exhaust. Likely less harmful as there's less of it.

Your risk factor from car exhaust is greater than that of cigarette smoke.

"Harm" is a very overdefined concept. It's a completely unneeded restriction in personal freedom, walking on the sidewalk near a smoker causes precious little harm given that it's out in the fucking open.

It can be bad for you. Operative word: "can."

It dissipates into the air and is not bad. There is much more car exhaust in the air than there is "secondhand smoke."
