Yes however, loosing one's firearms will be a incentive to not commit offence so its less about guns and more about reducing crime.

Doctors would report this and their licence will be revoked under revocation clause.

My proposal
create a federal firearms permit.
It would be a lifetime permit

getting said permit requires a background check, a minimal fee to cover cost (~$5-15), a written test, a one afternoon class on firearms safety, and a practical test (demonstrate safety, hit a reasonable target at reasonable distance)

the licence can be revoked for gun violations (reckless discharge, illegal sales, ect.) , diagnosis of a serious mental disorder, or conviction of violent crime (armed robbery, attempted homicide, ect.).

To buy a firearm form any seller (including private sellers), to buy certain parts(like receivers),
and to buy ammunition you will need a valid permit.

Record of sales will be kept, but accessible only with a warrant.
so law enforcement can track dirty gun dealers, and illegal sales

Edit: things like concealed carry, collectors permits, and perhaps even different firearms type (shotgun, handgun, ect.) would be endorsements on the card.

Minimal age of gun ownership is 16 minimal to carry is 18.
Permit is issued after thorough background check and firearm safety exams. Firearms are to be registered at Local PD.
Revoked if convicted/ found crazy.
No firearms disguised as other objects nor automatic weapons are permitted. Carrying loaded rifles on city streets is illegal.

My opinion on purchasing a firearm
Without permit, license or certificate:
Form of ID, i.e. passport or driver's license, 3-5 day background check/waiting period
With permit, license or certificate:
No form of ID, no waiting period or background check

To gain documentation, one should undergo psychological exam, a police background check, an eyesight test, written exam and shooting tests on a range. Topics should include basic tenets of firearms safety, rules of engagement, stoppage drills, loading procedure, control and restraint, firearms handling and situation awareness. The emphasis will be on safety, ROEs, and handling. Licensing should cost $50 or £50.
