Okay, but the two aren't mutually exclusive. Like when the police don't respond to arson calls, but arrest a student for calling the policeman's horse gay (these two actually happened here). You're quite wrong. Most schools don't do anything, infact, my step mother is an elementary school teacher in a title 1 school (a lower socio-economic class school). She says 75% of her job is keeping the kids from killing each other.

You're quite wrong. Most schools don't do anything, infact, my step mother is an elementary school teacher in a title 1 school (a lower socio-economic class school). She says 75% of her job is keeping the kids from killing each other.
