It's a dismissal. It's also not related to Social Darwinism, which is applying evolutionary dynamics to social processes, usually very badly, in order to justify class differences.

Like the idea that evolutionary processes provided a solid grounding for treating dark-skinned people as inferior beings, it was most popular around a century ago.

The Enlightenment method of thinking, which is to say, really, scientific thinking, can in principle be used to support any belief about the world, and is the right method of supporting beliefs about the world.

That it fails in practice to support ideas such as "black people are less evolved" is a reason for dismissing those ideas. The more carefully we control our experiments, the more we can explain the differences by reference to environmental [social] factors, rather than appealing to genetic differences.
