It could very well be coincidence that all of your examples of people "lacking intelligence" enough to "hand democracy to tyranny" when given the choice were all non-Caucasoid. However, it does dovetail nicely with the "ARABS/WHATEVER ETHNIC GROUP BESIDES EUROPEANS CAN'T HANDLE DEMOCRACY" racist bullshit that's all too common in places like these.
