Meh. I don't think he's stupid, so that doesn't sound like an action he'd take. It'd make more sense to keep the ruse up for as long as possible until you're fairly certain you can take victory from the south and actually proceed with the invasion.

Well, it's a rather vapid proclamation, now that I think about it. Kaesong being seized or occupied by North Korea would, in all likelihood, be so inextricably tied to some form of conflict that it wouldn't be a particularly useful indicator of anything.
