NK probably only has one or two nukes at most. Assuming one of those heads for Seoul, the next most likely targets would be Tokyo or one of the big coastal cities in California, given the range of NK's missiles.
Bear in mind this is assuming they don't malfunction and the US doesn't get wind of the launch and proceed to liberate the launch sites with extreme prejudice.
