Well they are pushing it a lot. The fact is, North Korea wants to subdue the South but the USA and UN won't allow them to just engage in an all out conflict. And the North cannot compete with the USA in nuclear power in general. And they know it. The main fear of everyone is the possible nuclear launching from the North to the South. But I doubt that North Korea wishes to use them from the start. I believe they will be used more as an intimidation. Although, if the North starts to lose ground the missiles will be used.

I don't think Japan can launch a preemptive strike because I remember something about their post WW2 constitution saying their military can only be used as self defense and a preemptive strike would be an offensive move.
