So the USA is aiming to increase its foreign debt to 9 trillion dollars by 2020AD. But this means that every citizen will apparently have a high tax burden that they must pay.

This is your compulsory tax burden. You still have Income Tax to pay. Otherwise you would all be paying fifty grand a year in tax...and those who cannot pay fifty grand a year in tax are tax cheats...better to subject you all to an equal increase in service based tax payment.

What is the Solution?

I guess the US is just planning to test things to see how far it can stretch the debt = power equation.

You're talking about the U.S. Government. That debt does not include unfunded liabilities, either. The eventual number is going to be several times nine trillion U.S. Dollars.

Cutting Spending would lead to a decline in the maintenance of Infrastructure and Labourforce resulting in the collapse of the Tax Cycle. They need you to work more-not less. The only way to do that is to improve your health, better your education, and get you off Alcohol, Cigarettes, and other Drugs.

Ideally it will be a totally managed Society in which you having Testicles tomorrow will be weighed against the Social and economic Beinfits of a Woman not being out of Work because you got her pregnant.

I'm happy to see someone understands less about economics and international finance than I do.

The debt burden of the United States government is not divided up as a personal debt among its citizens. We, as individuals, are not required to contribute to the payment of that debt above and beyond our income tax liabilities. The only way the government can make individuals contribute to the servicing of the debt is to raise income tax or to impose other taxes and use that revenue to pay off the debt.

I do like the idea of a National Bake Sale, though.

Well,

#1 You can reduce spending in areas where it would not effect the maintenance of "infrastructure" (like the military budget, which should be shrunk by over five times, at the very least).

#2 Higher public spending tends to lower aggregate productivity, and so lower public spending would actually allow for greater investment in the private sector. There would be no loss in the labor force (and, government cannot create jobs, it can merely exchange private for public, but that is a topic I rather not get into because then all of NSG would descend on me like the plague).

In the UK we are all covered and we spend significantly less per head than the 80% or so of the American public which is insured, whilst still having better rates of infant mortality and the like.

The UK doesn't have terribly inefficient social health care services like medicare and medicaid, which were our experiments with a "universal health care system".

Only other option: Divide one million square miles of the USA into two acre properties, Build on them for a cost of 10 Trillion dollars a $10,000 house (based on the 1850s Pioneer House) but with a water tank with a year of Drink water for a family (20,000 litres) with a greywater fitration plant, a year of rations, Seedstock for growing your own food, and leave people to die as you bring the US population up to a billion over fifty years.
