Eh... kinda, but not really, since evolution is primarily driven by genetics, with enviormental factors being the final say of success in reproduction. Transhumanism falls under a variety of things, stemming from eugenics, robotics, progressive technologists, and other areas that don't really deal with ecosystems and reproduction.

You can't really 'force' evolution, because it's effectivness and helpfullness is purely based on the enviorment which the mutation occurs within.
