As for payphones, doesn't seem like it would be very effective at helping people get a job. They break, they could be occupied, you might have children to take care of, etc. etc. etc.

It costs $10/month and the phone is free for an equivalent service for people who don't qualify for lifeline. If you're doing a family plan, which is 2 or more people, it only costs $6/month for each additional line. It's not unreasonable to think that the government has slightly more bargaining power than Susie Joe and her sister, so let's say it's $5/month per person. What would be a better use of that money, $5/month extra each month on their welfare check that you have no idea where that money is going, or a chance to get off welfare?

...I'm not sure that you understand that people who qualify "for welfare" are either those who DON'T have a job, or earn so little to be, essentially, at the poverty line.

Indeed, to qualify for this plan a single person has to make less than.....$13,000 per year. Which, while $13,000 per year might qualify as "employed" in the loosest meaning of the word, to argue that someone making that little (or, in fact, under) is in a situation that is not, essentially, dire, is to lie.
