There are some drugs that just shouldn't be legal. Cocaine, or Methamphetamine for instances sake. Highly addictive, but ever moreso detrimental to one's health. Legalizing them would not be worth the loss of life and medical costs that would result of people abusing them.

As far as medical costs go, there's always the sin tax.
