1. Not all of them do. Some of them just give certain people a high for a bit.
2. If someone wants to ruin their own life, that's their decision.

It's still be illegal to drive or be on the job while high, much like driving drunk, and would only be legalized for 21+.

It's not legal in the United States at all, because federal law supersedes state law; however, the executive branch doesn't appear to pursue these discrepancy.
