Wrong on both claims.
Dutch and German are related and they do share similarities. Not enough to be mutually intelligible, but the relation is there.
With regard to Dutch and German people being able to converse with each other in their own native language: It's not only in Limburg. It's also in some places where they speak Low German. I was in Munster, Germany once and I could understand the local dialect.
Well, Low German and Dutch, being descended from Franconian and Saxon respectively, do come from the same sub-family of West-Germanic, so they are very similar, Dutch and Standard German are a little more distant, but still quite closely related.
