America has veto power.

If both sides were willing to let Jerusalem be a demilitarized zone governed by the UN, I doubt America would veto it. UN governance of the area would be a key step towards pacifying the whole situation, which is in America's best interests.

The land east of the Jordan was called "Transjordan" and was semi-autonomous, under the rule of the Hashemites of the Hejaz. The area of the two countries was never called "Palestine."
