Perhaps this could be implemented as a public health initiative. Instead of wasting time and effort raising children until they're adults and deserve to be shot, shoot them on day one. Also, you could use a smaller calibre so it would be cheaper than shooting grown ups.

I would express my full thoughts on this man, but I would have to use words and metaphors that wouldn't be appropriate for this forum.
I don't know what's more disturbing, the fact that he's allowed to broadcast his messages of hatred, or that he has a large enough audience believing his every word.
