They either missed the opportunity to be scientifically educated or they refused it due to willful ignorance, yes.
One is acceptable and the result of a bad education system, the other is not.

It isn't necessarily their fault (on the contrary, it's usually the parents or the education system), but it is the truth.
The inability to understand that which all of biology and medicine rests on is a state of being uneducated. It's the equivalent of not understanding subtraction for math.
