False. There is a chance for the round to be lethal no mater where you're hit. A shot in the arm or leg could have easily hit an artery and killed the guy. When you fire your service weapon, you shoot to kill. That's why it's (or should be if you're a good cop) the very last resort, when your live or the live's of other people are in imminent danger.

Obviously it is too easy to get your hands on swords in this country. I mean what is the purpose of swords but to kill? obviously we need stricter background checks, more mental health screenings, and we should ban Katanas and other named swords but allow hand daggers and pocket knives with a special license. I mean, just think of the children!
