If I had to divide up the world, I would do it by political leaning. I would allow people to run their societies the way they saw best fit without conflicting ideas from those with other political views. However, if I had the choice, I would keep the world united.

I would divide it by political leaning. There would be no opposition in countries and everyone would be happy with their democratic, dictatorial, communist, fascist, liberal, or conservative country. If I suddenly support socialism, then I could move and be happier.

I see where he was going. It would be absolutely impossible and a breach of so many civil rights and liberties if attempted, and wouldn't work in our world with human nature taken into consideration, and the fact that it would only last for a generation. If everyone in every generation kept having the same views as their parents it would work.
