I would divide people up by species. Homo Sapiens would get all the land except Antarctica, where they can only have a few research stations. The other species will be free to roam wherever they wish.

That would fill up a large portion of California very quickly.

I would also divide it up by current area. People that consider themselves to "live" in an area would be relocated to that area.
