Okay, so I'm doing something wrong...

No matter what I do, my economy will go down. My civil rights and freedoms will respond to my actions, but my economy is deadededaed.

...Which makes no sense, because all of my businesses(almost) are above the world average in exports. You'd think there would be some growth, especially with my arms manufacturing.

This is all just for show. I RP Tel'Avos with a highly complicated political system that the game, as expected couldn't really represent. Nobody's fault, not blaming anyone. I'm just trying to make it look a little bit better for the people who don't know about that. Once I'm given the option, I'll make more factbooks regarding it to explain such as the Nstates Wiki things.

Is this game partially based on luck? Or is it because I'm an Empire that my economy hates me? This is my first nation, sorry for my ignorance and noobishness.

I'm also sorry for being awkward.

RPing doesn't affect your results. Only your responses to your issues do. And as the person above me said, that means your country's economy, not the economic freedoms.
RPing is totally separate, and is another part of the game.

You need to set your priorities in the game. Mine from early on was to take economic factors over social ones. Another words the private corporations have more rights and freedoms than do the individual's. Civil rights came after the economy was at where it is now (very high if you look at it) while cival and political rights lag behind. If you play a socialist or communist state you won't have much of an economy no matter what you do.

Do what I did.
(Ostro began with no political, civil, or economic freedom.)
Once you hit rock bottom on one issue, you can;t sink any further. Just answer every issue in a way that boosts the economy.
Then once it caps out, answer all issues in a way that help civil or political rights, unless they harm the economy, then dismiss.

In my other nation, I started choosing the option that put the money back into the hands of the taxpayers... Now my economy says Strong.

No it doesn't. The Economy stat on everyone's nation page refers to economic strength. Economic freedom is a hidden value that, along with civil rights and political freedoms, determines your WA category.
