They have that right, though. The NNPT merely says that who got them should reduce their nuclear arsenal - and who hasn't got them shouldn't get them - with the prospective goal of a complete nuclear disarmament of all NNPT signatories.
Israel and India ask other countries (well within the range of their own nuclear strike capability) they should not have nukes, while keeping for themselves the right to build them and increase their arsenals. This might rise some doubts about their future intentions... that's why they should leave this issue to NNPT signatories.

As for Israel giving the UN the finger and telling them to go to hell, that's more or less the standard foreign policy of Israel so far. Quo usque tandem?
