I have no idea when this sytems was set up but decades ago most Puerto Ricans moved to NYC. So maybe that influenced the decison to include PR. in with NY. NYC still has a high Puerto Rican population but not has high has decades ago. Today, many migrate to CT. PA, and many more to Central Florida.

Ever left the US? And if so, ever communicated with non-Americans about the topic? "State" is a fairly common term for when people are talking about national subdivisions not specific to any particular country, mostly because "national subdivision" is too clunky.

Then your insistence that "state" first and foremost refers to those in the US in an international context is even more puzzling.
