In other words, it's not banned at all. The government just chose not to publish the translated version they legally own the rights to.
You can get the non-translated version in pretty much every book store worth its salt and I got the English version from the local library without any issues whatsoever.

So in reality it isn't banned, if you can own it without a problem and even lend it around. It also says nothing about purchasing the book from outside the normal system (like using the internet).

If, in regards to sales, the matter is handled as a matter of copyright infringement then it wont be illegal for "prompting hatred". It'll be illegal like popping down to a market and buying pirated DVDs.
