How to avoid maldistribution of medical resources?

As we all know, better doctors, medical treatments, and so on concentrate on the bigger cities while some remote regions lack these things. How to solve the problem in your nations?

Simple- everyone comes to where the doctors/other important personnel are and pull their weight around the claustopias. (a term used to describe a really compact city) You could easily say that populations outside our claustopias are relatively nonexistant...

In the TBRE, the Ministry of Health is responsible for identifying population areas and setting up hospitals depending on various population groups, calculating the appropriate density, size and the quota of doctors. The healthcare standards and funding relative to the population are universal, just the sizes of the medical facilities are different. In turn, this is used to hand out the appropriate number of medical resources, although more may be requested.

the National standard for emergency treatment requires dwellings to be within 3 hours of a medical facility.
This is accomplished by aid stations where by first responders can move a patient to meet an incoming doctor, thus the problem is mitigated.

Northwest Slobovia is heavily urbanized, with almost 95% of people living in large cities. Most of the remainder live within an hour's travel of a large city, so we're not too concerned about the handful of remaining people in isolated areas.

We have a Flying Doctor Service which provides medical care to the remotest areas. There is also an Air Ambulance Service to take patients to hospitals in the larger centers. Since Fatatatutian culture is not money-oriented and every Fatatatutian is entitled to a guaranteed annual income, there is little problem with medical professionals "going where the money is". In fact, many medical professionals prefer to live in more rural areas and only commute to the cities a few days a week.
