I'm going to have to say George W. Bush, predictably. His only redeeming feature was that he signed the "No Child Left Behind Act".

Apart from that he was terrible in foreign policy, terrible in economic policy and terrible in social policy.

How so?

I don't really follow US politics much, given that the entire thing is a joke, but I'm pretty much in favour of any President willing to admit that federal government intervention is necessary to prevent and contain the massive decline in the United States education system.

Nevertheless, that was his best point. If it is a joke as you claim, then that reflects very badly on his Presidency.

Yes, GW Bush was EVIL! He murdered thousands with his lies. He is partially responsible for thousands of deaths. Charles Manson is still in jail while Bush is relaxing at his ranch and how many did Manson help kill? Lying to go to Iraq is treason and Bush should get the death penalty (firing squad in my opinion). Also 9/11 was planned from Washington. There are videos about this. Look at the way the buildings fell, perfect implosion. There is other proof as well in the videos.

I was in school both before and after the No Child Left Behind. It may have started as a good idea, but it didn't help. What I always thought it was going to be was help the kids who are left behind exceed their expectations and help them get up to the same level as the rest of the kids, and the kids who excel and go above and beyond expectations, that'd be okay too.
What ended up happening was we stopped leaving children behind because there was no opportunity for children to get ahead. It wasn't, help one kid up, it was drag the rest of them down. And this coming from my personal experience and research before and after.

It kind of reminds me of those soccer games that so many kids are having now, where they don't count score. It's ridiculous, and it doesn't prepare kids to be winners in life.

The question is "Who was the worst US president in the 20th and 21st centuries?" Therefore Washington and Lincoln aren't an option even you're saying it out of jest. While although I agree that Presidents Tyler, and Buchanan were rather horrid that don't fit in that time frame.

I'm guessing you're one of the people that let Vietnam overshadow Lyndon B. Johnson's presidency despite the fact that he did tremendous work for civil rights. While despite the fact that Woodrow Wilson originally sidestepped the issue of Women's rights he later became a huge supporter of women's suffrage, he even approached the house personally (Something that was quite rare back than) and made a strong and widely published appeal to the House to pass the nineteenth amendment.

Before that, beginning in the 70's, was a wider policy of the same intent. Including, but not limited to, "mainstreaming" where special needs kids were taken out of special schools and put into mainstream schools (particularly public schools).

Like No Child Left Behind, that was an unfunded mandate. Well intentioned but insufficiently funded. The instigators either did not know themselves or could not win public (political) support for the rather huge cost of doing it right, and may have done harm to the ideal. Worse, they may have done harm to actual people (students) by half-assing it.

The road to good intentions is cobbled with broken dreams ... er, something. I may have the saying wrong.

I'm surprised and offended that FDR wasn't up here. He did, after all, strengthen the bureaucracy several-fold and pass reform after socialist reform until the economy finally bounced back...as a result of WWII's war industry.

But, Wilson was likely the worst anyway. He segregated the entire executive branch (as few know, he was likely our most racist president), established a permanent federal income tax, attempted to get us into the hopelessly WWI-centered League of Nations, created the Federal Reserve, and passed the Espionage and Sedition Acts.
