So what determines what the place for a conversation/discussion thread is? I don't see anything in the rules that mandate that this is not the place for it.

This is a debate forum? Where does it say that? In order for me to "debate" anyone, I must have a point and they must have a point which they are trying to logically prove. This doesn't seem to fall into that category.

Under the "General" in the list of forums.

No it's not. A reliable source is one that verifies the things it claims.

Pay more attention to what the mods have to say when they lock threads then. Chat threads apart from TET get locked.

The general section allows for discussion, which is what this specific topic is. In order for a debate to occur, we would all have to be interested in a debate.

The government isn't necessarily a reliable source. Watergate. WMDs. Benghazi, ect. Furthermore, where does the government say that its bullshit?

Yes because it will list all the federal EPA regulations on its municipal website?

Note the main issue: Environmental Protection Agency’s Clean Water Act

Yeah, and? Your source claims that the EPA is behind this and that there's a 6 year jail term when in fact it's San Diego and at worst a fine and your water getting shut off. Your source lies. Whether you acknowledge that your source lies is irrelevant to it being a lie.

Really? Do show me.
Note the main issue: Environmental Protection Agency’s Clean Water Act

Has nothing to do with municipal regulations to prevent the water waste in an area plagued by droughts.

Environmental Protection Agency’s Clean Water Act

Environmental Protection Agency’s Clean Water Act

The EPA did not create the Clean Water Act. The Clean Water Act is an act of Congress, passed in the 1970s.

The point of the article was that Environmental Protection Agency’s Clean Water Act set the stage for San Diego to propose laws such as this.
