The 'source', such as it is, demonstrates (or worse, aims to engender) a certain confusion of which government is doing what to whom, especially between local, county and federal governments.

Protip: Never source infowars.com, not because it's some dangerous revolutionary zine, but because it's pretty much the opposite.

To address the issue: Southern California, and San Diego in particular, are absurdly overpopulated relative to the long-term availability and security of water in the region. Radical policy changes may be required to deal with it, but should focus on business waste first, then personal waste if necessary, then necessary business use, then necessary personal use (washing one's car is necessary to prevent damage, especially in such a biodiverse area as San Diego where abrasive stuff can accumulate on the car). Also, the 'snitch line' is problematic for a lot of people here, who don't much appreciate that particular kind of government function. On the other hand, if regulating necessary personal use of water were itself necessary--not that I think it is, yet--it's hard to imagine how it could be enforced in a fair and fiscally responsible way other than through a snitch line. Police officers already field relatively anonymous reports on all kinds of offenses, and it's not particularly scrutinized elsewhere as far as I am aware of.

How did you get that from what I posted? The EPA is a Federal agency with absolutely no direct accountability to the American people as it's head is appointed, not elected. This is a debate forum? Where does it say that? (Burden of Proof!!!!!) In order for me to "debate" anyone, I must have a point and they must have a point which they are trying to logically prove. This doesn't seem to fall into that category.

What constitutes as a reliable source is also very subjective.
