Go back and read the url of the OP's "source" I think that should make clear the validity of their claim.

One person does not a line make. And we don't do "up against the wall" in the US when we don't like a city ordinance. We vote out the people who passed it and get it repealed.

I've done "up against the wall" before when I didn't like someone. But we liked each other better afterwards, so I guess it all worked out.

Right in an effort to bring some sanity to this: No. No.
Specifically, it's not EPA-mandated, it's a San Diego mandated thing. If it was EPA-mandated, then why the fuck limit it to San Diego?
And the penalties? Nowhere near as stiff as claimed and certainly not as a first resort.

Growing up in Northern California near where all the water comes from, I too would like it if Southern California would conserve water...which, to be fair, in recent years they've at times been even better than we have about it.
But, it is as always a bone of contention between the two halves of the state. I have a bartender friend who worked at a hotel, almost kicked a socal asshole out because he said, "We just want you to give us the water and shut the fuck up."

Yeah, yeah, just wait until the desalination plants are up and running.
... Right after SCAG finds a way to magically power them all.

What interests me is how the power companies are going to have to get around the ban that's coming in a few years on using seawater for cooling coastal power plants. Because they sure as hell don't want to build cooling towers, if its even practical to build them, which for most plants affected it isn't.

...
Why don't they just friggin' allow the plants to push that waste heat water to desalination plants?

I know part of it is that the intakes kill marine life.... and by marine life I mean pretty much just Sea Lions because everything else isn't strong enough to fight the current and reaches the elevator to get scooped out, while the sea lions fight the current until they pass out and drown.

Man, CToaN's idea to start reading threads at page 3 is genius. Four posts in and I already know how and why the OP is full of shit.

In that case, still a bit severe; but that is local government for you.

There are a lot of low-energy desalination methods that seem to be pretty far along by now, though. In a few years they should be commercial, I hope.

Then...this doesn't just apply to San Diego would it?
Also lulz at sodium fluoride being toxic.

You forgot how they tried to subject you to fluoridation.
