Did some checking and Tijuana has its own water problems. They get some water from the Tijuana river but most from a canal which brings in water from the Colorado River. There use to be another canal which brought water from the US but the US blocked it off with cement in 2010.
About 60.000 people in Tijuana have no direct water access to their homes. Many have to get water at a public water pipe which they must pay a month to use. Some also use waste water from streams but for cleaning or plants. Tijuana is planning to build two desalinating plants.

Actually, it took me a wee bit longer than that. After my first search yielded only car washes in the San Diego area, I had to revise it, sacrificing precious seconds...
