In nations like Haiti, its understandable since there aren't many warning systems and where will they go anyway but in US: where people were told to get out days before hurricane got anywhere near US coasts and it was all over the news: cant see how you can just get trapped.

We, on the other hand, were ordered under the storm with orders to attempt periscope depth every 4 hours to attempt to report condition. We never could make it all the way up. We would start feeling wave motion at about 400 feet, and then start feeling wave slaps on our bow planes at 150-200 feet (in short with a measured keel deptb of 200 feet, our bow was coming out of one wave and slamming into the next).
