Actually, the thing is anything from Tropical Depression to Category Charlie Foxtrot can be very, very damaging. The wind force is only of moderate concern, it's the rainfall and expected flooding that is a real killer.

To be quite honest, wind is never really a major concern with hurricanes compared to rainfall.
