CNN has intrepid reporter Anderson Cooper on the spot and he's not said anything like that. Given the amount of water in the streets, though, they might consider taking the word "City" out of the name.

That water damage is going to be pretty hard on the city. I don't mean actual destruction, I just mean life as usual has totally broken down.
