Teenagers get horny. They'll have sex anyway. Statistics from abstinence-only states prove it.
At least with a large available stock of free condoms their sexual escapades hopefully won't end in STD's and pregnancies.

And there are R+J laws allowing consent between people under the age of consent provided there isn't much difference between the ages. (Same in a lot of US states.)
