That's not the point they're making, you're not being open-minded enough with your argument against them. The argument that makes closest sense while also being as socially conservative as possible would be this: Teach kids how to use condoms but don't give them condoms.

There is a difference between informing and providing. They could talk about drugs, but giving it to the students would be prohibited. The same with sex paraphernalia such as condoms.

There's a difference between informing students about sex and enabling them to safely ENGAGE in sex. What if the school-distributed condom broke, and the child's parents sued the distributors (the school)? They might not want to deal with that nightmare.

Providing condoms or not won't make teenagers want to have more or less sex. It'll just prevent the risks of the unavoidable unprotected sex. Condoms are accessory. Drugs are not. Drugs are the end. Condoms are the means to an entirely different, and far more healthy end.

And there are R+J laws allowing consent between people under the age of consent provided there isn't much difference between the ages. (Same in a lot of US states.)

It's a dumb idea for someone under 18 to have sex. But it's a waste of time to get them to stop, so it's better to encourage safe sex and have sex education courses.

It seems like a quick bandaid for an insoluble problem.

Teenagers are going to use power tools, but I don't want to give one a buzz saw before teaching him how to use it. Equally, I would hope that schools concentrate on giving students a serious explanation of sex and its implications before ever thinking about using a condom.

Many young girls feel pressured into sex before they are ready. This pressure is from various sources; friends, boyfriends and the melange of mixed messages and highly sexualised role models communicated to them by the media. It's all from peer pressure
