IT HAD A VETO-PROOF MAJORITY! IN BOTH THE HOUSE AND SENATE! A veto would have just meant the same vote and it passes.
Plus, the NDAA was actually a military budget bill, one that HAS to be passed every two years BY CONSTITUTIONAL LAW.
