There's nothing wrong with the military, or at least not in the way you think it is. The terrorists ar edifficult to defeat because geurilla (I know, I probably misspelled that) warfare is always effective against a standard army.

This. the way to destroy the terrorists is to have education, secularism, and democracy spread.
And the military can help with this, as well as using them to target training camps. But we can't stop lone-wolves, only reduce their recruitment pool.

I was wondering whether it really was a good idea to fill our military with the dumbest/laziest/least competent and give them access to an incredible variety of powerful and destructive weapons.

Putting aside the fact that this is a disastrous idea of epic proportions, you can't just nuke terrorists, the bomb's effect is WAY too big (think Hiroshima and Nagasaki).

I don't know how to improve the US military because, frankly, they are the best in the world whether or not you like to admit it.

So I'll talk about how to improve New Zealand's military, a subject I'm a bit more familiar with:

Step One: Actually have a military
Step Two: Actually have bullets for our guns (instead of having one blank in training exercises, and then yelling "bang" - this is a true story).
Step Three: Actually send our troops into battle with armoured personnel carriers, and weapons that were made in the post WW2 era.
Step Four: Screw that, actually, let's just declare ourselves a fully neutral country and use the fact that no one can find us on a map as our main defence.

Launch one nuke and the vast majority of the US will be reduced to a Fallout-esque wasteland. Besides which, you don't need more nukes. You've already got thousands.
