Actually, they do most of it here, or in Canada. Which is why China upped their auto import tariff to 25% on all foreign motors. And it isn't
only GM, its Mercedes-Benz, Toyota, etc.

  • Develop doctrines via practical experience
  • Learn how to run one in the first place
  • Run it for a few years, make huge lists of problems that need to be solved, and solve them with their first generation of indigenous carriers
Instead of throwing billions into building a wholly indigenous carrier from scratch, which'll inevitably have a million issues simply on account of lacking experience, they're buying an old one for cheap, have their first learning experiences with that one, and can thus make their first domestically produced carrier be actually useful, rather than experimental. It's the cheap, quick, and all-around efficient way to do it.

In short, China is doing it right.

The carrier in question is an old, second hand carrier from Russia.
Also, considering the size of China's borders, coasts, and military, a carrier certainly isn't too much.

Also, it isn't adding much in practical terms to China's overall military firepower. There are a bunch of other things that one would want to fear about more than the carrier purchase.

I think it has more to do with not being shown up by India - which has an old modified British aircraft carrier, will be receiving a Kiev-class carrier from Russia shortly and is expecting to have built one all on its own within the next few years. Also, Japan has a number of "helicopter destroyers," which really look a lot like light aircraft carriers, and they feel like they need to keep up with that.

The US is also decommissioning the Enterprise this year, and has some decommissioned conventional carriers lying around; it's entirely possible that somewhere in the Chinese military planning apparatus, they're concerned that the US might decide to start disposing of these by selling them off, what with the budget crunch.

It puts China in par India, which has 2 small carriers.

India has the INS Virat, which can carry up to 30 aircraft, including Harriers and helos. The INS Vikramaditya, a modified Kiev carrier, carries 16 Mig-29's, which can be some impressive firepower for that region.

If China does a complete refit and according to their plans, the Liaoning will carry up to 30 Shenyang J-15's, or Chinese built Sukhoi Su-33. That alone would be some impressive firepower. Give them a few years to learn carrier operations, and learn how to build a carrier, and they can be a credible threat in the south Asian theater.
