I don't really want to start a Sauron vs Morgoth debate, but in terms of who ultimatly came closer to his goals.... definitely Sauron.

And instruct him to not simply go up to the tower and kick Sauron's balls in. The movies are a bit inaccurate, in that Gandalf could have actually killed the Witch King since he wasn't a human man.

Morgoth was so nihilistic that if his orcs would've destroyed Elves & Men, Morgoth would've then destroyed the Orcs because he hated everything. Sauron, on the other hand, Tolkien wrote, would've been happy to just control everyone.

So to me:

World Domination > World Destruction

Makes more sence.

Er, destruction of life is worse than conquering the world. So Morgoth's the better villain as it increases his intimidation factor. Not to mention that there's no development of either character, at all. They're just evil flat pancakes.
