Okay, you're a bit young to be going out on actual dates. Going out with a group of friends is another thing entirely, though. In any case. There are these things called words which are quite useful in cases like this. You walk up to her, perhaps offer to buy her a coke or something like that, and then you open your mouth and speak, saying something to the effect of, "I like you, it would be cool if we could spend time together. Maybe we could go to the library and study together sometime." It opens dialog, is nonthreatening and doesn't send off weird signals to her parents and other concerned people.
