That's not what I meant. What I meant is that potential is not something intrinsic to a point. It depends on the distribution of charges (the kind of charge depends on the kind of potential in question) throughout all space at a given point in time.

Analogously, human potential is not intrinsic to humans alone, but also depends upon local geography, resources, etc. This is one of the reasons that Jared Diamond concludes in "Guns, Germs, and Steel" that different cultures progressed at different rates.
